信息通讯技术的融合和发展催生了知识社会，并推动了创新模式的嬗变。科技创新不再是少数被称为科学家的人群的专利，每个人都科技是创新的主体，生活、工作在社会中的用户真正拥有最终的发言权。伴随着信息技术的融合与发展，社会形态越来越呈现出复杂多变的流体特性，传统的社会组织及其活动边界正在“融化”。传统意义的实验室的边界以及创新活动的边界也随之“融化”，传统的以技术发展为导向、科研人员为主体、实验室为载体的科技创新活动正面临挑战，以用户为中心、以社会实践为舞台、以共同创新、开放创新为特点的用户参与的创新2.0模式正在逐步显现。
围绕知识社会条件下正在显现的创新2.0模式，“知识社会条件下的创新2.0”第二届中国移动政务研讨会将于２００８年１１月２３日在北京大学举行，欢迎从事创新2.0研究以及对创新2.0模式感兴趣的朋友参与研讨，欢迎大家报名（mgovlab#gmail.com），请注明姓名、单位、职务、联系方式，我们将确认尽快与您确认。欢迎相关机构合作，也欢迎大家对移动政务研讨会的举行提出意见和建议。

Technology innovation is an emergence out of the complex interaction of the actors and elements of innovation. It is also the outcome of the double helix structure of technology development and application innovation. The emergence and convergence of ICT enables knowledge-based society, dissolves the boundary of traditional organizations and acitivities. The boundary of traditional science labs also dissolves and further pushes the transition of technology innovation mode. The ordinary people and the users will have more say, and will be a main player in the innovation process. Innovation 2.0 which focus on application innovation, featuring user-centric, demand-driven, open innovation, co-innovation, is emerging in the knowledge-based society. Focusing on the topic of innovation 2.0 in a knowledge-based society, the 2nd Mobile Government Senimar will be held in Peking University on 23 November 2008.

根据移动政务实验室成员建议，由移动政务实验室发起，中国移动政务研讨会，给国内移动政务的研究者、公共管理以及移动技术行业实践者建立一个参与和交流的平台，首届中国移动政务研讨会于2006年3月18日在北京大学举行。
Proposed by members of mGov Lab China, mGov Lab China plans to launch Mobile Government Seminar China. This seminar aims to set up a platform for researchers, practitioners in industry and government to promote mobile government practice and innovation in public sector. The First Mobile Government Senimar will be held in Beijing on 18 March 2006. Welcome cooperation from interested parties.

The mGovernment Laboratory, China (mGov Lab China) is the first mobile government research group in China. It aims to set up a platform for researchers and industrial experts and to promote mobile government practice and innovation in China. By promoting the application of mobile technology in government and public sectors, mGov Lab China aims to promote the innovation in organization, society and management enabled and pushed by the developement of ICT in a knowledge-based society.
